En raison des « tensions » liées à un projet de loi sur l’ « influence étrangère », dénoncé par l’opposition et en Occident, Gotcha Javakhishvili juge que « les tensions et le climat actuels rendent ma mission (sa) mission extrêmement difficile ». Aussi quitte-t-il ses fonctions d’ambassadeur.
